What are my chances at cal poly slo, Uc sb, usd, and Santa clara u?

I am an out of state student but I want to get into some schools in California. I am alaska native. I have a weighted gpa of 4.0. My sat is a 2010 (710 math, 660 reading, 640 writing). I have a current job as an electricians apprentice and have had volunteer experience at the animal shelter and other smaller volunteer work. I want to become an electrical engineer. I am in Spanish national honor society, tennis club, key club, and a rotary club at my high school. I also have been in wrestling all my life and I am a high school state champion. There are some flaws in my resume that I’m always wishing I can take back. Here are my gpas over the past 4 years
Freshman (semester1-4.0, S2-3.857) 7 classes
Sophomore (S1- 3.571, (wrestling state champ then drug suspension for going to school high) S2- 2.857) 7 classes
Junior (S1-4.143, S2-4.429) 7 classes
Senior (S1- 4.667, S2- 4.667) 6 classes
I feel terrible about my whole second semester of sophomore year. I tried my best to make up for my mistakes junior and senior year but will the suspension and the horrible gpa ruin my chances at these schools? Thank you for your opinions.

Can you pay OOS fees for Cal Poly SLO and UCSB? Little to no financial aid as an OOS student for these schools.

USD/SCU: Match
UCSB/SLO: High Match

In a previous thread, you said your UC GPA is a 3.75. Under than assumption, UCSB is a low reach. Cal Poly is also a reach (for the reason I mentioned in your other thread), SCU and USD are matches.
