Pre-med isn’t a major; you can major in anything you like and take the prerequisite classes for med school. If your interests straddle pre-health and business, then Applied Math or Statistics might be a good major to apply to - you could go in either direction with that background, and also be relatively employable after undergrad if you needed/wanted to take time after undergrad to prep for the MCAT and apply to med schools, whereas getting a job with an undergrad life science degree can be a lot tougher.

Generally, with a weighted/capped UC GPA under 4.0, your chances will be better at Santa Cruz, Riverside, and Merced. ( @Gumbymom will probably give you more specifics on the stats.) Riverside has the largest undergrad business program in the UC system as well as an early-admit pathway to the UCR med school ( https://somsa.ucr.edu/haider-program ) so this could be a great target for you.

There is little difference between your Unweighted GPA and Weighted GPA so does your school not offer AP/IB or UC approved Honors classes? HS course rigor will have a large impact this year, since the UC’s have gone test optional.

@aquapt has given you some great information regarding majors to pursue and information about UCR’s Business and Medical school programs.
Only 3 UC’s have a Business school: Haas at UCB (not a direct admit, you apply after Sophomore year), UCI (direct admit but highly competitive) and UCR (admitted as a “pre-business major and need to meet pre-req course requirements).
The other UC’s have Business Econ, Managerial Econ, General Econ, Econ and Accounting etc… so you need to figure out what area of business you want to pursue.
As mentioned “premed” is an intention so if you want to pursue a Business degree, you will have to fit in the Medical school requirements and there is little overlap between Business classes and Medical school pre-req’s.
At a minimum, students will likely complete the following types of courses:
One year of biology
One year of physics
One year of English
Two years of chemistry (through organic chemistry)
Many schools also require or strongly recommend the following courses:
Courses in humanities or social sciences (Psychology/Sociology)
Courses that will enhance computer skills
One quarter of biochemistry with lab
Foreign Language (highly recommended in states with high foreign language speakers)
I agree if your capped weighted UC GPA is below the 4.0 threshold, target Merced, Riverside and Santa Cruz. If you are able to take either the SAT and ACT and score well, this will help your chances at several of the other UC’s.

For UCB Haas, you would fulfill the prerequisite courses or taking concurrently and you would apply during your sophomore year for entry to Haas in your junior year. It is very competitive.
with a 4ish UCGPA - UCR is probably your only UC Biz shot. (just 3 offer the major and the other 2 are a lot more selective. For a science major, UCSC and UCM would also be solid options (and are likely to take you). I’d also apply to SDSU and CSULB - all 5 of those are solid schools, offer a wide variety of majors and are likely to admit you.
