What are my chances of getting into Chemical Engineering @ UT Austin Fall 2018?

I am currently an undergraduate student studying ChemE @ Northeastern University in Boston, and I am looking to transfer to UT ChemE.

I have a 3.5 GPA, hopefully a 3.6 after finals… I have been involved with 2 different research labs thus far.
I hope to have a minor role with a paper being published through a graduate student in April of 2018. Additionally, I have another paper that will hopefully be published in regards to a project that I completed freshman year ( involving renewable energy and bicycles). I am aware that my GPA is on the lower end, however I am hoping that my ECs including research and various clubs can help boost my application.

I am also biracial, and have lived in numerous other countries and am bilingual… Will this be enough to get into their competitive engineering program?

Really hard to say, as you are a transfer. Admission to both Cockrell and Chemical Engineering is difficult–top 10 engineering program in the country. Plan on having backups if you really want to leave Northeastern. You should probably call UT CE department and discuss with them.
