What are my chances?

I am currently enrolled in Baylor University as a freshman and am looking into transferring during spring 2017 semester
During the fall semester at Baylor I will probably take between 17-18 hrs

High School (houston)-
GPA- 3.6885
Weighted GPA- 4.5410
Rank- 175/974 (17.96%)
SAT (combined)- 1800

I took a lot of AP classes and a lot of Pre-AP before that (but in order to learn more and not for the credit):
-AP Chemistry (B)

-AP Calculus (A)
-AP World (B)
-AP U.S. History (A)
-AP Biology (A)

President of Anchor Club (senior year) (member since sophomore)
Historian of Anchor Club (Junior year)
Science National Honor Society (sophomore to senior)
National Honor Society (senior year)
English National Honor Society
FMPA (future medical professionals of america) (treasurer-junior year— the club creators ended it after my junior year)
HOSA (sophmore-senior)

I also volunteered at a sports medicine center during my summers and have over 80 hours per summer. They really loved me there and always write me amazing letters.

Im not a U.S. citizen and have lived in 3 other countries in 3 different continents.

Baylor University-
Major= Neuroscience Pre-Med
GPA Fall 2015- 4.0 (15hrs)
Clubs- AMSA (medical organization) and BUMeds (discuss medical ethics)
GPA Spring 2016- anywhere between 3.75-4.0 (16 hrs)

I know my SAT is pretty low for Rice, but if my GPA for university was a 4.0 then would that help?
