Too be honest, your SAT score is very low for a prospective Engineering/CS applicant. Do you plan to retake?
For the UC’s you need a minimum UC GPA of 3.0 to apply to any UC School and even then, UC Merced may be your only option.

The UC’s and Cal States use the capped weighted UC GPA for admission decisions.

With your D’s and F’s, will you have at least the minimum a-g course requirements completed by end of Senior year?
If you do not have a C or above in the minimum a-g course requirements, then your application will not be considered.
The subject requirement::::
History/social science (“a”) – Two years, including one year of world history, cultures and historical geography and one year of U.S. history, or one-half year of U.S. history and one-half year of American government or civics.
English (“b”) – Four years of college preparatory English that integrates reading of classic and modern literature, frequent and regular writing, and practice listening and speaking.
Mathematics (“c”) –Three years of college-preparatory math, including or integrating the topics covered in elementary and advanced algebra and two- and three-dimensional geometry.
Laboratory science (“d”) – Two years of laboratory science providing fundamental knowledge in at least two of the three disciplines of biology, chemistry and physics.
Language other than English (“e”) – Two years of the same language other than English or equivalent to the second level of high school instruction.
Visual and performing arts (“f”) – One year chosen from dance, music, theater or the visual arts.
College-preparatory elective (“g”) – One year chosen from the “a-f” courses beyond those used to satisfy the requirements above, or courses that have been approved solely in the elective area

I would say that all the schools you are looking at will be Reaches at this point.

How Cal States admit:
The Cal states admit by major and eligibility index. They really only consider GPA/Test scores/Geographic location and HS course rigor. Other than Cal Poly SLO, your EC’s are not considered.
You need to calculate your CSU/UC GPA using grades from a-g course.

Cal states and the majority of the UC’s use the capped weighted GPA.

You will then be ranked based on EI and major and they accept from the top down until all spots are filled.
You will get priority at your local CSU which you can look up on this link. Local applicants usually require a lower EI to get an acceptance unless the program is highly impacted.

You should consider attending a community college and excelling in your academics so you can transfer into any of these target schools. As a Junior level transfer, your HS grades/test scores will not be considered so you can start with a clean slate.
For the UC’s, you can TAG to 6 of the 9 campuses and if you meet the TAG requirements you are guaranteed admission. This may be the best path for you to take.
