my teacher and counselor recommendations should be very strong, all i need to finish is my essay

how are my chances at early action?-be honest

I would recommend retaking the ACT to see if you can get that number up a few points--if you do, I would say your application seems solid (not that I can make any guarantees, as I'm an applicant myself; this judgement comes from a comparison of what I've seen on cc). Obviously you'll need a really good essay, too.

I wouldn't apply EA unless you get the ACT up to 32+ (ND doesn't superscore), and because the ACT is not offered again until Oct 25, and you'll have to send it in blindly, I'd apply RD. ND EA is for the "over-qualified" applicant who thinks he can send in his best application in November. Based on your stats, I'd say you are qualified, but certainly not over-qualified.
But you should have a solid shot RD, you'll definitely be competitive.
