What are the chances of getting in after appeal?

My best friend got rejected and sent an appeal this week to usc... it said on the appeal thing that only 13/500 appeals last year got through so the competition for those spots seem pretty selective.

Does anyone know what the chances are that he will be accepted...in terms of life, what are they basing the appeals on? (quality of letter, or like did usc mess up and forget to notice a 1500 sat or something)

It is a combination of factors. While I think that the scenario of not seeing a 1500 SAT is remote there are other elements to consider. One, an application has room for just so many items. The appeal gives the applicant the opportunity to clarify certain issues that may or may not be in the background. There are times when a counselor/coach/teacher recommendation may not be solid (let's face it, teachers have preferences, counselors too many students/coaches...) or late.
