What counts as "Honors"? Another question too...

I was filling out the Common App and got to the section for honors. Basically my question is, what should I count as honors or not?
Here, let me list and see if I should report it or not

NHS, but it's also sort of a club at school. it's a very involved service group, so should I put it in Clubs/activities too?
NSpanishHS, not much of anything, just an honor I guess
AP scholar
National Merit Semifinalist, not technically true yet, but it most definitely will be, so should I put it?
Honor roll

Not sure what else counts as an honor. And should I count any awards I got at say, DECA competition or another event?

Also, I would like to know whether or not I should report a 3.98/4 unweighted GPA or a 4.7/5 weighted GPA. Let me explain. At my school, grading is totally messed up. They keep experimenting and changing things. Basically, it ends up being that you cannot get a 5.0 GPA until your final semester of senior year (based on the amount of honors/AP classes you can take and the way grades accumulate at my school). So my 4.7 is about as good as it gets for a Junior/entering Senior. Should I still report this, or should I stick with a 3.98/4?

There is no place on the application for you to report a GPA. Colleges calculate it themselves based upon your transcript, using whatever method they want.

Go with the 3.98/4 UW, unless your school ranks and you have a high weighted GPA rank.

Yeah there is. You can self report it. However, high schools still have to send in transcripts.
