What do colleges mean when they say X+ ib scores?

I was wondering that when UC colleges say, for example, 36+ IB scores, does it mean 36 points and above including extra points or does 36+ mean 36 raw points and then subsequent extra points?
I have these predicted scores right now:

HL Econ: 7
HL Geo: 6
HL Chem: 5
SL Math: 6
SL English: 6
SL German Ab. : 6
Extra points: 3

I just want to know if I actually have a chance of getting in to the UCs

Well it’s very difficult to convert IB scores to GPA but if I had to do it in a very rudimentary way, then I would say its 3.75

And I have done these activities:

JV Volleyball team (2 years)
Vice President of Student Council (1 & 1/2 years)
Head of Model United Nations Society in School (1 year)
Chair of Security Council in Model United Nations (1 conference)
Participated in MUN as delegate (8 conferences)
Lead in school plays (7 plays)
Tutor in Math (2 Years)
Bronze Award for Duke of Edinburgh’s International Award (Physical Activity award)

And I will talk about my life as a true International Student (lived in 5 countries in 8 years) and my love for business and economics which came from by short lived Youtube career, learning to understand view statistics and promotional offers.
