What does it mean to be at the 25th percentile?

At Rice, the middle 50 is 31-35. I got a 31 on the ACT. How outstanding does the rest of my application need to be to get accepted with that score? Do only hooked applicants make it in with a score in the 25th percentile?
While I am a hooked applicant (URM), i'm not applying ED. Do I have a chance?

They are rough metrics.

Rice admits holistically so you can’t directly say 31 + minor hook = admit or 30 + major hook = reject. You have a chance but everyone who hits the “submit” button should know fully that their chances are slim (unless you’re a recruited athlete)

According to this site, which I cannot vouch for it’s accuracy, Rice’s 25th percentile score is a 30, so you would be slightly above the 25th percentile: http://www.collegesimply.com/guides/31-on-the-act/#.U8GkvI1dVX8

OK I had to look-- 30 was 2012-2013

2013-2014 is 31

Look at section C9 for section breakdowns

No one can really answer your question. Holistic colleges build a class. This is just one part and it is not out of the question so if you like it then apply.
