I got caught cheating on a small Spanish quiz and my teacher gave me a 0 and sent me to the vice principle. The vice principle says he will put this on my record and gave me Saturday school (kinda like detention) I was wondering will college see my records and will this be on my transcripts? I feel awful and scared I won’t be able to even apply to cal states colleges.

See, if this comes on your transcript, on in your Counselor’s LOR, it will definitely adversely affect your application.
If not, the college won’t get to know about it and you can bury this incident under the carpet forever. Simple!
Cal States don’t care about your GC’s recommendation or anything short of suspension/expulsion, so you’re fine there, but for anywhere else you need to ask your GC how it will affect your applications. If it’s on your record, your GC may have to report it. Just ask.
As I recall, the common app has a couple questions which ask if you have ever been in trouble at school or with the law. Your incident falls under the first so you are required to note it. You will be able to explain it in the explanation section.
If schools ask if you have been the subject of disciplinary action, you will have to answer honestly. And if its on your formal file put there buy the principal (not principle), your counselor will have to acknowledge it on the counselor form.
