I’m just wondering if it is okay to put what my family makes yearly on my UC app because it is not enough to be able to attend any UC as an international student. Tuition for international students at UCs is around 40k and my family does not make close to that! Also, I didn’t go to high school here, but rather CC.

No financial aid at the UC’s for OOS or internationals. If you cannot afford that it is a waste of time to apply.
What if my family has enough to pay for it (at least on the bank accounts) ,should I still give the honest Household Gross Income or rather say it is a little higher?
Be honest as it makes no difference in aid.
What you income you put on the UC application is only for statistical data gathering. UC’s are need blind, so they will not consider your financial need in their admissions decision plus as an International applicant, they know you will be full pay if you accept their acceptance offer.
