I am surprised that, even though I have been researching a lot for tons of colleges, I heard ED II for the first time today. What kind of commitment comes with applying ED II? My first early decision is going towards Notre Dame, Richmond, or Duke. But I also plan on applying to Emory, which I just learned has an ED II option. Are the statistical chances of getting in with ED II just as good as I? And is there any commitment with applying that way?

I am also talking about ED II generally, I don't really need to know specific information about Emory's statistics, just information on how most ED II colleges work.

ED II has the same rules as ED I. You can have only the one pending ED application when you apply ED II and it has the same binding effect. Most schools with ED II, including Emory, use it as a way to get applicants from the ED I pool who did not get accepted. Thus, they have an application deadline that is after mid-Dec, after ED I decisions have been released, so those rejected ED I elsewhere can apply. Admission probability is likely close to what it is for ED I or possibly even more difficult because the likely pool of many applicants for a school like Emory are those who applied to an ivy or other higher ranked as ED I.
