What is the extent of ELC guarenteed admissions?

Hi, I have rencently recieved a letter from UCD saying I have guarenteed admission to the University.

Question:

1) Does this mean I'm basically admitted to UCD as long as I apply? If so, then doesn't that mean that the SAT (or ACT) scores and the personal statements will become irrelevant?

From my understanding you still need to show some sort of effort even though you are in. But you are for sure in UCD

To complete your ELC eligibility and take advantage of the guaranteed admissions, you will need to:

-Apply to the guaranteed campus(s) on or before November 30, 2010
-Pay the application fee on or before November 30, 2010
-Take the SAT or ACT with writing by 12/10 and submit the scores to UC
-Take 2 SAT subject tests in 2 different areas by 12/10 and submit the scores to UC
-Complete all A-G requirements with a grade of “C” or better
-Maintain a UC GPA = or greater than 3.0 through senior year courses
-Graduate from high school

[University of California - Local path](http://www.universityofcalifornia.edu/admissions/freshman/california-residents/local-path/index.html)

There is *no minimum score you must achieve *on your standardized testing, but you are still required to complete the testing and submit the scores by December, 2010.

Congratulations on your ELC and good luck!
