I believe the Commended student cutoff is 212, so that would be the minimum for any state. If that 1400 is based on 800v/600m, the selection index would be 220, so a possibility. If it’s 700v/700m it would be only 210, and not quite enough for any state. Remember, the verbal score count twice as much as math

Not asking about Commended, which is a nationwide number. Asking what that state’s cutoff was last year, which would be NMSF .

Minnesota was 220 for Class of 2018. So 1400 highly unlikely unless, like CTScoutmom said, the student went 800v/600m.

You need the selection index score, not the total scaled score. Verbal counts twice as much as math in this calculation. It was 220 in 2018 and 219 in 2017. Likely to be 220 for Class of 2019.
