Let’s say decisions come out for early decision 2 on Feb 15. Do colleges already know who they are accepting at this point and who they are rejecting? I ask, because a vital piece of info was sent to them today (mid yr report) I also wonder about colleges in general. Do they make quick decisions or wait till closer to the decision dates. Thanks.
Do they know before 2/15? Yes. do they know before 2/6? Probably not, although some applications were probably already moved into the reject or accept pile. In general, there is a process where the application is read by a reader or two before being reviewed by a subcommittee and/or the admissions committee. So for most colleges this is a weeks-long process.
In terms of the mid-year, if it’s required, the application would be incomplete until received. If it’s a “nice-to-have,” unless there was dramatic improvement, one semester’s grades are unlikely to be a make-or-break.

Bear in mind EA and ED1 decisions are all made before mid-year reports, so it’s generally not a crucial factor in early admissions (or if it is seen to be in a particular instance I guess that’s when a deferral happens?)
It’s a continuous process. By now, I suspect that they have 95% of the acceptances and 95% of the rejections set and the committee is poring over those on the margin to make a decision. If the 15th is “the date”, I’d say Monday the 11th is the “lock it down” deadline.
Just a guess though.
