When does a slight difference in numbers not matter?

I plan to apply to UCs for engineering. Is a 3.8, 3.85, 3.9 gpa really much different from a 4.0? What about a 2150- 2250 SAT compared to a 2300+? When will slight differences in number not matter that much. Berkeley is my top choice, which is extremely competitive. Will slight differences in numbers be the deciding factor? I know UCs say they look at it holistically like extracurricular and stuff like that, but they put GPA as their greatest factor so idk....

If a 3.85-3.9 is really no difference than a 4.0 for a less competitive major, will that not hold true for majors that are extremely competitive?
