I know Tulane has a rolling admission. When the earliest I can apply?

Tulane does NOT have rolling admission, but applying early has generally been an advantage in the past. I believe the application usually goes live in August.
it is rolling for some, not rolling for others. Nobody outside admissions knows their MO. With switch to ED and EA (as opposed to SCEA and EA), they may well dispense with all rolling aspects during early rounds.

Rolling admissions as a policy also strongly implies that all applicants are processed and notified in the order received. @lz57c4 is correct that some applicants hear before the hard dates, and that is great for them. No idea if Tulane is going to keep doing this. But they have repeatedly said they are not a rolling admissions school, and they don’t fit the generally accepted definition of it. They sometimes have one partial aspect of it.
Just because some students get notified before the last promised date does not make admissions “rolling”. Tulane has hard deadlines for submission of applications that match or are very close to most other schools.
