When should I send my application?

I won't have a chance at a lot of colleges unless they see my ACT score. [I know I will do well] I'm taking them next Saturday and probably won't get the scores until December. The counselors at our school want everything in by dec 3..I don't know what to do. If I wait, they might not get my transcript/recs/etc on time.
If I don't wait, can they just reject me with the info already presented?
So far my stats:
115/776 (top 14%)
90.321 GPA [We don't have weighted GPA]
1140/1730 Sats (superscore)
will be taking sat subject tests next weekend.
excellent recs

Should I just send in the applications asap? Or wait until december?
Please, it would be great if you could help me out :( I have a new counselor and as she told me she's "learning with me." Thank you!

Send your applications when they are ready. Ask the ACT to send your scores to the school, and they will send them when the scores are done. The standardized test scores are sent by the ACT organization or by the College Board (whichever administers the test). Your applications are sent by you and your school. Colleges know that the scores come at a different time from the applications. Even if you apply ED or EA, colleges will wait for your scores to make their decisions. They still need your applications by their stated deadlines.

I'm afraid they won't wait :( But I guess I have no choice but to send it before December. Thank you

Any other comments?
