Go ahead and send in scores or wait?

I have a 30 on the ACT now and retaking it in December. I am done with the application, but still hesitating to send my ACT score to those 20 top colleges I am applying to. Do you think it will be too late if I wait till my December score comes out? I have sent SAT scores to some of the colleges already for SAT II, and SAT I were sent as well. I did significant worse on SAT I than the ACT. If I send in my ACT scores a little late, are they going to use my SAT I and not wait for the ACT score?

Here is the list of most colleges I am applying to.
If you guys think I should do fine with a 30 in any of these colleges, please tell me.
