When To Send Letter of Appeal?

Hi! I recently received my merit/financial aid package for RU which was no gift aid and only the Stafford loan financially. I strongly believe both numbers are an inaccurate reflection for personal reasons and plan to submit a letter of appeal to RU. My only question is if anyone knows whether I should send one in ASAP or wait for a few weeks before sending it in?

The aid for many other admitted students I know just got taken away for 12 hours and then put back, leading us to assume/hope they’re getting a lot of declined offers of admission and are working on reevaluating aid for some, so I feel like waiting a few weeks may lead to more declining admissions, and more money to give to students. On the other hand I can’t help but fear that they may not have enough money to be able to grant me additional aid if I wait a few weeks rather than if I submit ASAP. Does anyone know which path is better to take or if it really makes a difference at all?
