When to transfer?

Hi,

Im new to the site and want to ask a question about transferring.
I had a 3.6 GPA in HS, with solid EC, recs and a descent sat score, I'm now going to a local
state college on a scholarship just to save money which i was told is a good idea. My question is...

Would it be better to apply to NYU(Gallatin) after my freshmen year? or would i have a better chance of getting in, considering I keep my GPA around 3.8+ which im guessing is what i need, or should i apply after my sophomore to keep my option open to maybe Cornell, Columbia GS and some other top school?

and also: would it be possible to just apply both sophomore and junior year? can they reject you one year then accept for another?

basically if your satisfied with going to NYU then apply to NYU, don’t wait till next year because classes are most likely to be harder and you don’t no what ur gpa is gona be. Also even if you have 4.0s its still not guaranteed to get in to schools like Columbia and Cornell. So apply to NYU this year and if u get in then congrats if not, its just 75 bucks and apply again next year including those other schools.
