Well, it was pointed out before you have English options a short train ride away. There will be many summer options in the UK.
Of course if you are able to just stay and wait to start college at Concordia after then that may still make sense. I personally would be conservative and wait for that until I was sure I had an acceptance at Concordia or another college in Canada but admittedly I don’t know how the Canadian system works, if you are basically certain of a place or what.

All students are admitted to the English learning summer program. You may not be placed in a high enough academic level to join Concordia in September but summer +fall would mean entrance in January which is what you want anyway.
Is the UK charging EU students international fees already, pre Brexit? Anyway I was just talking about a summer program. If he has to fly back and forth and back again to Canada, as it sounds like might be the case, it costs a lot more than a train trip across the channel.

- along with admission they’ll send you documents to apply to something called “permis d’études” - the student visa.
- complete the forms, attach the documents, send the “permis d’études” file to the address you’ve been given
- wait for the permis (1-2 weeks)
- buy a plane ticket

For an international student, yes. For a citizen of France, no. Citizens of France get a break (and Canadians who are residents of Quebec get a break at universities in France – it is a reciprocal agreement).
We live in the US but my daughters and I have dual citizenship. When D2 applied to universities in Canada, a couple of universities missed the fact that she was already a Canadian citizen. Along with her acceptance they sent her information on how to apply for a student visa. It looked relatively straightforward to me. Concordia was not one of the schools that she applied to. However, if you are accepted then I would expect that they would also send information along with the acceptance saying how to apply for a visa.
