I have found that colleges on my list and also most of the colleges waive TOEFL for students who have attended English medium school for at least four years. I have been studying in English medium school since grade one. Most colleges also waive TOEFL if applicant scores 600 or higher in English section n SAT. In such case, I am not being able to find colleges that strictly require TOEFL. Can you guess suggest me the way to finalize my top 4 college list for free score receipts? Or can you guys mention the colleges you listed for free score receipts? This would give me an general idea. I could even shortlist the colleges according to my requirements.
I need to submit the list till Tuesday. Please help me make this decision.

In that constellation, I would not use the free score reports at all. Better not to send any scores at all, than to inadvertently send bad scores that could hurt your application.
It’s still good to have TOEFL scores available in case you may need them later. Maybe for a university or scholarship program that you decide to add to your list later, or maybe because you misunderstood the conditions for a TOEFL waiver somewhere.
