Which colleges have good finantial aid for transfer students?

I'm an engineering major. I went to college in Indiana University of Pennsylvania (IUP) for two years and got straight A's. Then I transferred because a. that school doesn't have engineering, b. I was out of money, c. I didn't like it (but whatever, at least I got straight A's). I am a U.S. citizen, but since I grew up in Israel, I'm not a resident of any specific state. I didn't have much money, and going "in state" for me was going back to Israel, so I transferred to the Technion which is Israel's top engineering school (out of about 4 schools). I had a dreadful experience there, and quit after a semester and a half. I really want to go back to a college in the States, but have practically no money. Is there any college where I could get a full scholarship to finish my engineering degree?

In case any of this is relevant, I have four semesters of straight A's at IUP, I had a ten week paid internship at Argonne National Lab, and at the Technion I got not so good grades (3 low B's, a D and an F). I am very focused and sure about the field I want to work in (renewable energy technologies).

Well, you discovered that there IS a huge difference between what is taught at different colleges, how exacting the classes and exams can be, how demanding the professors are depending on what the average student does, etc. Going from IUP to Technion would indeed have been a huge shock. Unfortunately with your grades from Technion it’s dubious you can get a scholarship. However since you were at IUP you can look at the PASSHE schools that have engineering and hope they’ll look more favorably at the IUP straight-A’s. They are reasonably priced and may offer you a small scholarship to lower costs (some of them do, such as SRU). I think Bloomsburg has engineering.
