Which colleges have the best honors programs?

My S just got a letter from U Pitt today asking him to apply to the honors college. People in CC indicated it was not a great honors program compared to others. Can anyone recommend a good honors program? Thanks.

Two that are frequently mentioned are Schreyer (Penn State) and Barrett (Arizona State):

I heard MSU (Michigan State U.) has an amazing honors program.

Concentrate more on the overall quality of the school. The best schools will have more of their students at the top levels. You won’t have 100% of your classes in honors so you want the caliber of the students in the regular classes to be closer to your level. UW-Madison has an Honors Program, not college, and does not segregate honors students in special dorms. Take note of the 25-75% iles for SAT/ACT at various schools- they vary. Consider the courses available and requirements to stay in honors- do they offer subjects you want? Remember that the most elite schools are basically 100% honors, unlike public U’s these mainly private U’s don’t have the mandate to educate the state’s students. Of course I think you should consider UW.

I was very impressed with Schreyer Honors College at Penn State.

Plan II at University of Texas.

Thematic Option, an honors program at the University of Southern California that accepts 200 frosh a year, offers all GE classes in small, well-taught multidisciplinary seminars and the writing courses offer 1:1 attention. Lotta work, though.

I may be biased (ok, I am definitely biased) but the University of Maryland has a great program with a LOT of different opportunities (research, study abroad programs, VERY interesting honors courses). They are also VERY good at programming (lectures, rafting trip, movies, panels, contests).
