Which has a higher precedence?

Junior GPA or Cumulative GPA?

Its not "GPA"; its academic rigor... did you take harder classes your soph, junior and senior year and your grade went up/down just slightly? If so then you are fine. Cumulative GPA is very misleading

I'm not asking about the rigor. My course contains both rigor and normal classes.

Say i have like a 98 average my junior year yet i had like 90 averages in my freshman and sophomore year, would colleges look more upon the 98 or the 92.66?

they probably consider your cumulative more important, but they will recognize the fact that it went up junior year, which will help. so i guess in the long run they're sort of equally important... but it depends on how you do senior year, too.

Junior year with higher grades and harder classes will look alot better than the two previous years
