<p>You would receive a significant boost for being OOS for UCLA because of tuition combined with the schools track record for offering the highest number of OOS applicants admission among all the UCs. The OOS admit rate for 2014 was 26% vs.16% for residents.
USC OOS will be a neutral factor; no boost.</p>
<p>Look at the last page of the table of contents in this Amazon book for a chart that specifically shows UCLA OOS acceptance numbers.</p>
