Which one should I dedicate more time into? SAT or ACT

I had done a few mock exams

The majority looks like this. I have no prep courses by the way.

SAT:
Reading 500-550
Math 760-800
Writing 600-700(I had a English teacher to mark my essays)
Composite 1860-2050

ACT:
English 23-25
Math 34-36
Reading 23-27
Science 33-36
Composite 27-31

I live in a small city where ACT prep courses were offered at a minimal stage. There are lots of SAT prep courses though, but I am still reluctant to sign up.

My GPA: 3.65/4 unweighted 3.86/4 weighted

By the way, I am a sophomore and moving into my junior year next year. Waiting for my SAT II score now and have nothing to do.

Just to clarify that English is not my first language. Nor it is Indo-European. My goal is basically top 20, is that even possible or its just a hope?
