I am hoping to get a full ride or at least close to that, I plan on getting a SAT score of 1550(new SAT)

What year in high school are you?
The following site shows schools with the largest average FA awards to internationals:

Unfortunately, it only shows average award amounts for enrolled students, not the percentage of enrolled international students who receive FA … nor the percentage of international applicants who are admitted with FA offers, nor the average net costs.
Many colleges publish a Common Data Set file (CDS). Example:

Google for [College Name] + CDS, then go to section H7 to see (a) how many international students were awarded financial aid, and (b) the average dollar value of the awards.
For individual schools, you can derive the percentage of internationals who receive FA from section H7 plus section B2 numbers.
The colleges that show the highest CDS/H7 dollar values tend to be highly selective private colleges. For example, Cornell’s average award for 2017-18 was nearly $60K/year. Percentages and average amounts seem to be high at many selective liberal arts colleges (such as Skidmore). Many state universities (e.g. Berkeley, Michigan, UVa) offer no institutional grant aid at all to internationals, or else the average awards are rather small (e.g. at Indiana, the average award to internationals is < $5K/year.) However, in some cases, the net cost for a state university still might be lower than the net cost to attend a selective private school (despite a much larger grant from the private school).
The Kiplinger “best value” pages might help you to expose more schools with relatively low net prices (although they don’t isolate FA information most relevant to internationals):

Each school’s Common Data Set, section H6, should indicate whether financial aid is available to international students.
Those Yolasite links haven’t been updated in a couple of years. Some of those awards no longer exist at all…and some have been significantly reduced.
This is the 2017 update, but this poster will need to check to see what applies to international students.
Is your other parent deceased? If not, colleges that give the best aid will want his information as well.
Are you sure your mother can contribute 5 to 10,000 there?
^ I’m guessing 10,000 is the yearly total income (which would be upper middle class in Nigeria).

Well it’s very difficult to get enough aid to cover school costs, personal expenses, health insurance, and intl travel each year.
My other parent has never been present in my life

My mother total yearly income would be around 30000
But I also have siblings who are in school and there is rent and other expenses
and she is doing it all alone
yeah about 10000 dollars is all she can really contribute

I was an above average student and since leaving high school I have done a few internships at major companies but I just want to find the right fit for me as a student and person.
You need to find an AFFORDABLE “right fit” for you as a student and person.
That is going to be a challenge.

Also,Cornell was my first choice until I found out about the odd grading system that they use,I dont know if there is much truth to the mental health issues and grades though.
Tufts is NOT need blind for admissions for international students. They accepte ONLY a small number of international students…read the above link.

From reading the link above…getting into Tufts as an international is not a slam dunk. Limited international acceptances.

So it would be pointless to apply to tufts.
Ok, with an income of 30k your mother has a very high income for Nigeria, which means lots of potential help (private tutors, books, internet access). You know everything will depend on your sat score and you have the resources to do well on it. So, focus on it.
Try getting a job tutoring students from your high school and saving the money.
Now, 30k income or 10k for college is not enough for the us. A budget of 15k is French needed just for room/board.
Because full rides are so rare, focus on competitive and automatic full tuition scholarships.
Then, look at the full need schools, keeping in mind that they’re need aware for internationals.
