Why can't I score above a 33 on my practice tests?

I analyze every mistake, but alas I can only score a 33. Why?

The ACT is a test of aptitude.

A 33 is like missing 2-4 questions from each section. I admit, math is a breeze yet i usually miss 1 or 2 not because of time but because im not perfect.
Mistakes will occur, thats why a 33 is in the 99th percentile. Colleges see 33s and compare them to 34-35. Only 36s stand out.

Oh seriously? I thought only a 34=36 that’s what I say on another thread anyway
