Why is the Physics/Astrophysics transfer rate at UCB so high?

UCB is consistently ranked as one of the top 5 physics programs in the world and has a general transfer rate of around 22%. According to (https://www.universityofcalifornia.edu/infocenter/transfers-major) the UCB physics program has had a transfer rate of 30 - 40% over the last 5 years. I know physics isn’t typically an impacted major but schools of similar caliber such as UCLA have physics transfer rates that are generally lower than 25%.

This doesn’t seem right, any insight would be appreciated.
