why so hard to find mid year grades requirement

Why when schools post application timetables with deadlines and all do they so often leave out mid year grades requirement? You really have to search around to see if they are required. Also, why do they show application "complete" and not use the status page to request mid year grades. I have only heard directly from two schools with regards to required mid year grades (UNC and UVA). Will schools process the application without these grades. I took my first C in AP Calc BC 1st semester - 2nd semester went to a B+ though. So, if they really don't need mid term grades I'd rather not send them.
Any thoughts?

The mid-year report due date might not be explicitly stated, but most colleges, it seems, tell you to submit the mid-year report as soon as possible. For the schools that I applied to, my application wasn't considered complete if they haven't received my mid-year report, so it does seem weird that they consider your application complete if they haven't received the mid-year report. If the colleges use the Common App, then they probably require the mid-year report. If the colleges have their own app which doesn't contain a mid-year form, then it's probably not required.
