Will a 31 ACT get me into any of these?

My current list of schools I want to apply to are

Stanford
USC
UC Berkeley
UCLA
UC Davis
UC Irvine
UC Santa Barbara
UC San Diego

My ACT Score as of right now is a 31, but I am retaking it in October in hopes of a 33, which isn’t guaranteed of course.
In case I don’t improve my ACT, is a 31 enough for these? The rest of my stats are OOS URM, 3.96 UW GPA and 4.4 W GPA

Can you afford the OOS costs for the UC’s? $55K/year with little to no FA. URM status will only help at Stanford which is a Reach school for everyone and USC UC’s banned affirmative action.

You are good for UCI/UCSB/UCD. UCSD and USC are possible. UCLA/UCB are a slight reach.
