AP Chem is horrible and I really want to drop it but I said on my UC applications that I planned to take it second semester and take the ap test. Should I call the admissions office and tell them about that?

I don’t think you would get dropped from college for doing that but I do think you should notify the admissions office as soon as possible if/when you make the schedule change. I understand your pain. AP Chem was awful and made no sense to me.
You need to notify the college so they can consider that.
You need to notify the colleges you applied to. If they get a final HS transcript and it doesn’t have the classes you said you would take on it, it could be grounds for a rescinded acceptance.
UC doesn’t care if you take the AP test or not. They do care, a lot, that you take the classes you said or notify them if something changes.
