Stanford requires the 1099 tax form, but my parents won’t be filing it. What do I do?

A 1099 isn’t something you file, it’s something you receive from a financial institution or whatever and you include the info on a tax return. If your parents didn’t receive any 1099s then you don’t have to include it. Most likely all their income was on W-2s and those you should send.
Taxpayers don’t file the 1099. It is a form filed by someone who paid you - banks, contract employers, one time jobs. It’s like a W-2 and you take information off it and put it on your 1040. If your parents received more than $10 in interest from a bank, they got a 1099. If they received a payment for something else, they got a 1099. If not, you don’t have anything to provide Stanford. Stanford wants a copy IF your parents received one (or more)
