Would Colleges Look Down Upon This??

Would sending only ACT and NO SAT II's hurt me admissions wise. More specifically, would Duke look down on this?

No. If they say they take it in lieu of both, they do. If they say they treat it the same as SAT I & II, they do. Why would they lie? They could easily say you need to take the ACT & the SAT IIs; some schools do.

And before you ask, no it doesn't matter if you're from the East where SATs are more "traditional."

Only if the school requires SAT IIs.

Most schools need SAT IIs. Just check their admissions page for requirements.

Relatively few colleges require SAT IIs. The colleges that do are the most competitive in the country. To learn what's required, check the websites of colleges that you'll be applying to. If the colleges require SAT IIs, you must send them in order to be considered for admission.

I checked Duke's website. They accept the ACT in lieu of both the SAT I and SAT II. So do schools like Vassar, Wesleyan, and Yale. Princeton states specifically that it requires SAT II's even if you take the ACT.

Schools that require SAT IIs even if you take the ACT also say so, and your application won't be complete if you don't submit them. But the schools that take the ACT with writing instead of both SAT I and SAT II say so, and they don't "look down" on those who take them up on that offer.
