On the UC application, there is a list of characteristics to determine eligibility for certain scholarships.

The two characteristics which I have a question about are "first-generation college student" and "first family member to attend college" The only person in my family to attend college is one of my grandmothers; neither of my parents did. Do I qualify to check of either of these characteristics?

I have already emailed admissions and called the admissions processing service, but I keep getting referred to different numbers and email addresses. The app is due this week, so I figured I would at least try asking here while I'm waiting for a reply from the financial aid office since I'm running out of time and I'm not totally sure if they will be able to answer my question...

I’m afraid it’s just about impossible to say whether you should check either without the benefit of the UC definitions (for instance, what do they mean by ‘family’). I wish I could be more helpful, usually neither grandparents or siblings are considered for first gen status, that’s why it’s difficult to interpret their categories.

Is there anywhere on the scholarship section where you can make a note of your situation and concern about marking the boxes? If there is, then at least you can check one or both and know that you answered as truthfully as possible given the circumstances (not being able to contact the UC scholarship people).

I totally understand what you’re going through with emailing and calling, I tried to get some scholarship information about UCB several years back and never got a satisfactory answer to what was a relatively straightforward inquiry.
