decent, if not great chance at UCB just based on those scores. People say UCB is very tough, and I agree. But they do not always require their applicants to have 1600/2400 SAT and 4.0. Your friend stands a good chances of getting into any UCs, including UCB (this is assuming he at least has UW of 3.8 or 3.9 and W of 4.1 or 4.2)</p>
