<p>If the number of available seats are higher than the waitlist, then doesn't mean they should let everybody in?</p>
<p>The available seats are reserved for certain people who apply to the restrictions such as Juniors/Seniors only, or specific majors.</p>
<p>They might let everybody in once class starts.</p>
