A really dumb question but please help!

I'm applying for transfer admission to several schools and all school says the following: "By the end of the current academic year, if you will have completed more than two full years toward the degree, you are not eligible to transfer".

Does this mean I can't take more than 4 classes per semester? Does anyone know what exactly this mean?

Pick up the phone, and call each of those admissions offices. Some institutions have hard-and-fast credit limits, but others use this wording to indicate that they don’t admit students who are already in their third year of college. You can’t know what each of the places on your list mean by that set of words without asking them.
