@Sid1234 It should say it right on the website. Also, do not consider only the cost of tuition when picking colleges - living expenses (esp. in places such as CA) can be relatively high. I’m assuming you’re not a CA resident so you’ll have to find housing, meals, transportation, etc.
Also, I strongly suggest retaking the SAT to improve your CR score.
University of Phoenix in San Diego is a “pay-by-the-class” for-profit school. It is used typically, by older working adults who are trying to move up in their positions at their jobs.
They have locations all over southern California. There is no housing. People drive to the class then leave after the class is over.
Typically, their classes are in former warehouse buildings or business parks. They are not a typical university and there is no “college campus”. They are there to make money. I don’t think they can provide really provide visa information.
You were doing better with Dominguez Hills that is actually a/n university.
In San Diego, you just happened to pick a city where the expenses to live are going to exceed your budget and I don’t think immigration will admit you to the US to attend a for-profit school.

Your scores and GPA are not good enough for any financial help. Your GPA might get you into schools in the midwest and south at full fees.
Yes, I know it’s out of 1600 and GPA is out of 4. Your Math is quite good but CR is essentially a fail. (Theoretically there’s no “fail,” but think of anything under 400 as a fail, because it will knock you out of consideration for most colleges, let alone scholarships.) Currently you’d probably get in to lots of less selective but still good schools, thanks to the Math, but not with scholarship money. (And public unis don’t give those much to int’l undergrads anyway, as far as I know.) If you can get the CR up, though, I think you’d have a shot at scholarships from private colleges.
Example: Here’s a merit aid chart from a good private college. You’d be eligible for 19k-22k in scholarship money with your scores – except I think they’d worry you couldn’t perform in English with a 420 CR, so might not admit. (What’s your TOEFL? 420 CR looks to me like remedial English level.) Plus the cost is 58k per year, so you still couldn’t afford it. But this is the kind of thing you’re looking for.

University of Phoenix is a for-profit college. You want to stay away from those. They’re money grabbers and their reputation is poor in the US. Always make sure the colleges you’re checking are non-profit.
Only “cost of tuition” doesn’t matter. Please don’t be fooled by that. You MUST pay attention to the whole estimated costs. As I said, the US Embassy will, so even if YOU think you can live more cheaply, (a) you can’t live as cheaply as you think, and (b) the Embassy won’t give you the visa if you can’t show you can afford it. End of story.
I’m not sure why you’re only looking at California schools. Do you have family or friends there?
Tuition around 10k for out-of-state: Try South Dakota State, University of North Dakota, Minnesota State at Mankato, Bellevue University in Nebraska, those states in general.

If your brother is in San Jose, how were you planning to LIVE in the other parts of California?
Geographically, the state of California is big. Driving from San Jose to San Diego will take you about 8 hours.
“Tuition only” will not pay your costs to eat. No matter how cheaply you think you can live, there are costs to everything. Groceries are expensive, everything is expensive. It is not India.
Where will you live? How will you get to places? In most of southern California, you need a car since our public transportation is lousy.
You are not allowed to live on the street-that’s called public vagrancy.
The “reading on the SAT”, is the kind of reading you can expect in your college level classes. How will you survive that?
To put a little tough love out there…your scores are going to make it hard. Being international already made it very hard. Combine the 2 with a $20k tuition cap, and I think you will be limited to a community college. This may not be a bad idea for you though. It would give you time to improve your English reading skills! And to get used to the US.
Many international have no idea how big states are, or how far things are from other things/cities. We had an au pair that wanted to just drive down to SC from NY for a birthday party one afternoon.
