I currently have 3.7 gpa at community college and a 3.33 gpa at Arizona State University. I've never gotten less than a B+ in any class accept this semester I got a "C" in calculus. On UDel's requirements it says you need at least a B in calculus. Do you think I should still apply or are the requirements really strict?

I doubt you should apply because they ask for a B, BUT it wont hurt you if you try, who knows maybe they would over look that fact?

You should call the UD Admission’s Department and discuss this with them. Your overall GPA is very good and IMHO is highly competitive for transfer admission. If the major you are applying for does not require calculus then this might not be much of a problem, especially if you have taken other college Math course(s) and have gotten a B+ in it/them. In any event UD probably would not grant you transfer credit for the Calculus course with the C grade. But really only the Admission’s Dept. can give you the correct answer to your questions. Give them a call. Then you will know for sure how to procede. There are too many variables here for anyone else to give you the correct answer. Best wishes to you.
