So, I am a rising senior.
Taken the SAT twice, taking again in october
got a 630-cr, 660-writing, 800-math (1430,2090)

I took the ACT once, without really studying it much and got a 28

so my question is, is it worth it to take the ACT again, and take away from the time I would be studying for the SAT? I mean if I get say a 32 on the ACT, isn't that just like a 2100?
Any advice would be appreciated.

I would think it depends on where you want to go. If you're looking at a state school, then you're probably set, except for possibly the CR score, but if you're looking at stanford, then you want to retake that SAT.

Btw, forget those conversion charts. They mean absolutely nothing. Seriously, a 2100 or 2150 is about average for schools like Stanford and Columbia right? Well guess what? My ACT of 30, which is fully obtainable by you since I only got a 19 something on my SAT, is AVERAGE! So if you're looking at the ACT, I highly recommend it.

Here's what to AIM for:

If you're aiming for very selective (examples: Michigan, USC range), 30 seems to be the magic number.

If you're aiming for super competitive (duke, etc.) 32 is the magic number, although even a 30 is still within range, albeit at the low end.

good luck (unless you're applying to michigan...then I hope you fail so I can get in lol)!
