ACT Retake?

I’m currently a student at a four-year university thinking about transferring to a more selective school (such as Penn, Columbia, Duke, Georgetown, etc.). Should I retake the ACT before doing so?

Here are my standardized testing scores:

-First SAT (HS Junior): 2220 (790 CR, 630 M, 800 W)
-Second SAT (HS Senior): 2260 (740 CR, 720 M, 800 W)
-Third SAT (College Freshman): 2210 (680 CR, 730 M, 800 W)
-SAT “Superscore”: 2320 (790 CR, 730 M, 800 W)
-ACT (HS Senior): 32 (34 E, 33 M, 32 R, 30 S, 33 W)

I don’t know why I did so poorly on the SAT when I took it this past December. Should I retake the ACT to show improvement in standardized testing scores, or will my SAT “superscore” suffice?

My main concern is the fact that Penn and Georgetown want to see my entire testing history. I know that my “superscore” is a 2320, but will they reject me, because I don’t have a single test where all of my scores were really high?
