Do colleges prefer SAT scores over ACT? I took the ACT twice: first time 30, second time 34. However, my SAT score was much lower in comparison at a 2090 (R: 640, M: 700, W: 750, essay: 8).
Should I take the SAT again (after studying)?
Can I even send in scores after I submit my application? (I'm a senior, and I won't be able to study for the SAT until the November test date.)
And also, can I omit scores, such as just sending in my ACT and not my SAT, or do colleges prefer SATs to the point where they would admit an SAT taker over an ACT taker?

Colleges accept either without preference. The only exceptions I am aware of to that are the Cal Poly’s, which are in a state, California, where most everyone takes the SAT. About 5 years ago they decided to state a preference for the ACT but still readily accept either.

Whether you can omit sending a score depends on college. Majority (including notables such as Princeton, MIT, and Harvard) allow you to send whatever scores you want to send. Others (like Yale) require you to send either all SATs or all ACTs but not both; others (like the UCs) require you to send all SATs if you send SATs but if you choose instead to send ACT you need send only one; some (like Stanford and Penn) require you to provide all SATs and all ACTs if you took both. So you need to check the rules of each college to which you are applying.
