Or not, I guess.

It's not that we don't want to answer you, it's just that we really don't know. You can look back at old posts to see how your stats/ECs match up to those who were admitted in previous years. If you are from Texas, you will generally need better qualifications to be admitted, though, as Rice is trying hard to maintain more diversity and they get such highly qualified candidates from throughout Texas that apply in large numbers. You can't get admitted without applying, so I say go for it. Good luck.

I second the last post. You certainly have reasonable qualifications, so I would encourage you to apply. Rice can be quirky about its admissions - I've known people with less obvious qualifications than yours to be admitted. Of course, that's the key - what's obvious from listing such qualifications is NOT what gets people into Rice. Those things just get you noticed. Then you have to show what's unique about you - what will make your contribution "special" to Rice. And keep in mind that Rice prides itself on crafting a community in each class, which means that if there are quite a few people who "sound" like you on paper, you'll have a tougher time. If you stand out as having a particularly strong attribute to add, then you'll have a better chance.

Good luck!
