I’m applying to UCLA and they give me an option to select an alternate major. If I chose Pre-Sociology as my major and Spanish as my alternate major would that mean if I get rejected as a sociology major I could be admitted as a Spanish one instead? Like if sociology was too impacted and Spanish wasn’t they would just admit me as that instead so it would increase my chances of being admitted?
I’m not familiar with UCLA’s requirements in specific, but generally your intended major has no affect on admission to a university, only to a specific college if it is limited entry.

The UC’s admit by major, so yes, this does affect admissions. Each UC campus is composed of several colleges, the biggest of which is Letters & Science (L&S).
Both Sociology and Spanish are in L&S. For many of the other colleges major does matter, though.
