with an ACT score of a 28
a not so great GPA (4.118) and not so great rank (62/676)

Yes, definitely. I think you would fall at about the 25th-50th percentile of accepted students' test scores. Of course, it also depends on your ECs, recs, and other criteria.

That's a little over-optimistic unless you're including CGS in the figures. The ACT is around the 37th percentile for the class of '11 in the 4-year colleges.
The rank and (I'm guessing heavily weighted) GPA are about average though.

Is your GPA out of 4.0, or 5.0? If it's out of 4.0, trust me, it's far from "not so great". If it is out of 4.0, is the competitiveness of your the reason why you have a somewhat lower rank with such a high GPA?

It's actually out of 5.0
It just seems that out of such a large number of kids in a public school, it seems bad, even though it does make it into the top ten percent.

and the other reason why I'm so doubtful is because I tried talking to my counselor about wanting to apply to BU but she gave me a scornful look and said that the last time a student from my high school got in her rank was 12th, so that was kind of a letdown.

I'm understand what you mean, I'm going through the same thing, except that I am lucky enough to have a supportive guidance counselor. Remember, guidance counselor's are not always right. If your's is being negative toward you, chances are you're not the only one and your counselor is probably not very enthusiastic about their job. There's no set rank for getting into any school. Just because Someone got into USA University and was ranked 7th, doesn't mean all the other applicants HAVE to be 7th or above.

I personally am trying to tell myself and all of my peers who are experiencing the same thing that things will work out for the best.
