I had some serious personal issues happen pretty much throughout 9- this point im ending my first semester of junior year and I’ve either scraped a 3.0 or had high 2.0 GPAS I have many extra curricular things done in computer science which is the field I want to go into and i know i can get high ranking next year along with that i am taking some classes at the local junior college i think i could honestly get a 3.8 to 4.0 next semester and do very well in senior year since the previously mentioned personal issues have gone away and I am starting to do very well in school again. I was hoping to go to ucsd and while i would love to go to ucsd and i have had quite a few family members go their I know that is quite a reach any suggestions. I am fully prepared to do junior college and then transfer to a 2 year but I do want to push myself for a 4 year. sorry for bad grammar writing this in a rush.
I think UCSD is a pretty unlikely target for you at this stage.
But, there are lots of good schools that aren’t UCSD. As long as you’ve taken all the A-G classes, a GPA around 3.1 and a decent SAT/ACT will get you into most programs at most the CSUs. Depending on what you want to study, Sac, Sonoma, SF, Monterey are all worth a look.
Stay focused on the doors that are open and you can lead a successful and happy life.
If UCSD is your ultimate goal, then attending a CC for 2 years and transferring to a UC is a well proven path for many applicants. Since UC’s and CSU’s do not consider 12th grades in their admission decisions, your chances are low for UCSD and most of the UC’s. The Cal states mentioned by @NCalRent are a good option if you want to attend a 4 year university as a Freshman.
Just remember that are many paths to get to your goal and the California CC transfer option is great.
You do not have attend a UC as a CS major to be marketable. My younger son attended San Diego State and he is currently working in the San Diego area as a Cybersecurity analyst and works along side a couple of UCSD grads. For CS it is more about what job skills set and knowledge that you have than where you attended school.
At the end of Junior year, come back with your CSU/UC Capped weighted GPA and test scores and CC posters can give you an idea of good safety and target schools based on your stats.
San Francisco State is another school where CS is non-impacted and if you meet minimum requirements could be a good option.

UCSD is not reasonable except maybe as a transfer after CC. Especially not computer science. It is impacted at nearly every UC-- not sure about CSUs. Check out Chico State for CompSci. They have an excellent program.
As others have said, CC-to-UC is a find path if ending up at UCSD is important to you. First-year admission to the CS major there requires higher stats than are mathematically possible for you at this point. But there are good CSU options if you would rather go straight to a 4-year school than pursue the transfer path.
Do you know your budget and financial aid EFC? If you would be paying 30K+ out-of-pocket for a UC, there are WUE schools with good CS could be feasible to get into, such as Portland State and Northern Arizona, and possibly flagships like UNR and U of Utah - the cost of these schools with the WUE discount is less than a UC (but more than a CSU), but you won’t get need-based aid outside of CA, so your financial profile will determine whether these schools might work for you.
